The RSNA is a neighborhood association in beautiful West Linn, Oregon. The City of West Linn defines the neighborhoods and formally authorizes the neighborhood associations. All property owners in the Rosemont-Summit neighborhood are welcome to participate in the neighborhood association. Our purpose statement and Bylaws can be found here.

Waste Water Treatment Advisory Committee Discussion
Looks like the City Council is well divided on the issue of joining the Waste Water Treatment Advisory Committee.
Mayor Galle and Councilor Cummings are very much against joining the advisory committee. Councilor Kovash and City Manager Jordan are equally passionate about having a seat at the table.
The council will revisit this issue at their upcoming meeting on October 26th. You may attend, send a letter, and/or contact the council in advance via email at ccouncil@westlinnoregon.goCv

LDS Meeting House Update
[Oct 9] In case you haven’t noticed ... the dump trucks and tractors are hard at work. Construction of the West Linn ward of the LDS church started late last month.
Dean Suhr, the RSNA president, was invited to the contractor kick-off meeting and have an open invitation to the monthly onsite meetings as part of the church’s ongoing outreach to the neighbors. They want to have an open line of communication if any questions, concerns, or problems come up.
If you have any such items please let us know and we will see that they are addressed.
The current schedule is to complete the project July 2010.
- The primary grading will continue through mid-November.
- The buffer wall on Shannon should be going up during late November into early December.
- The Shannon & Rosemont curb and gutter pours are scheduled for early December.
- The framing and roofing are scheduled to complete in January.
- The interior will be substantially complete in late April.
- These schedules are subject to change so use them only as guidelines.
Several construction questions have already come up ...
- Trees, including one large oak in the middle of the site were cut down. Were these all approved to be cut? ... Generally, yes - we have not done a specific audit. The oak was determined quite some time ago by the city arborist to be diseased. The oak on the private property immediately to the west of the site is healthy and will remain.
- Will construction access be exclusively via Rosemont? ... Generally yes, but you will see some trucks exiting parallel to Shannon during site prep the next few weeks to optimize traffic flow. Contractors should all be using Rosemont and all materials delivery will come via Rosemont.
- When will Miles Drive be turned into a cul-de-sac? ... We do not know specifically- this was not on the schedule we have been provided. We will get an answer to this question during one of our meetings with the project supervisor the next few weeks.

- Palomino Loop trail
- What is it
- The Palomino Loop Trail, is a mile-long ring of open space that runs from just off Highway 43 to Palomino Park, slopes south toward Appaloosa Way then east between Palomino Way and Apollo Road, and then skirts Palomino Circle to complete the loop.
- There is also some dispute as to if the trail includes a section paralleling and just south of Appaloosa Way from Apollo to Horton or Santa Anita.

- Background information:
- The City Council was presented with a resolution from the Hidden Springs Neighborhood Association (HSNA) -shown below- regarding
encroachment and code violation issues on the Palomino Loop Trail. Residents abutting the trail, some of which are in the RSNA and some of which are in the HSNA
received a letter from West Linn Parks & Recreation Director Ken Worcester dated September 5, 2008 advising them of the HSNA resolution and that, as a result, the City had requested a survey crew find and/or re-
establish the property lines of the City-owned space. This issue was discussed at the
October 21 HSNA meeting, and now it’s time for the RSNA to participate.

- Hidden Springs Neighborhood Association resolution, dated 7/15/08: “Resolved that the HSNA requests that the City of West Linn advise all property owners adjacent to the Palomino Loop Trail, also known as
the Equestrian Trail, to remove all fences, gardens, structures,
playground equipment, stored boats, ladders, private property, yard
debris, building debris, or debris of any kind, play or personal items of
any kind stored or constructed on the public property known as the Palomino Loop Trail, sometimes referred to as the Equestrian Trail,
within thirty (30) days of the date of notice mailed by the City of West
Linn [September 5th] and that said letter be sent with thirty (30) days following delivery
of this resolution to the City Council.”
- City of West Linn's Response
- The city sent out a notice on September 5th advising residents adjoining the trail that a survey was to be undertaken to re-establish the property lines for the city owned trail. To our knowledge, they have not defined the next steps and responsibilities in re-establishing the trail. The various West Linn neighborhood associations have been asked to formulate
Neighborhood Plans that will contribute to the future development of the City’s “Trails
Master Plan” (expected sometime within the next 18 months).
- Mayor King's comments ...
- "Everyone needs to keep in mind that the trail is an existing designated neighborhood trail. It has been a trail for years....as long as the surrounding property was laid out. And it has been City owned since that time. Therefore, encroachment into the trail property is encroachment onto City property.
The City Council, when it received the resolution from the Hidden Springs Neighborhood Association accompanied by a petition, felt that is was obligated to clarify the property line situation and get a trail established in the trail corridor. It was clear that the Neighborhood Association wanted the City to take responsibility for it's property and the trail service. It has since become clear that a survey would be important to establish what was and what was not encroachment. We believe definition of the line will reduce neighbor to neighbor conflict as well as set the boundaries for future trail development where it is not already developed."

- Meeting announcement sent to RSNA property owners abutting the Palomino Trail
- At our November meeting we will focus on this issue. Mayor King and Parks & Recreation Director Ken Worcester will be present to overview the issue and to answer any questions the audience may have.
- The various West Linn neighborhood associations have been asked to formulate
Neighborhood Plans that will contribute to the future development of the City’s “Trails
Master Plan” (expected sometime within the next 18 months).The RSNA currently does not have a Neighborhood Plan, and at this time des not have an active effort underway to develop such a plan. This can be discussed further at our next meeting.
- Hidden Springs Neighborhood Association's October meeting minutes
- Ken Worcester, Director of the West Linn Park and Rec department was given control of the meeting and gave an informative presentation regarding the Palomino Loop Trail. The trail is the property of the City of West Linn and a survey will be taking place. Encroachments must be removed to comply with the Trail Master Plan and Metro. Access will not be blocked for pedestrian use. Unidentified members of the audience advised Mr. Worcester that there appear to be no boundary stakes any more. Mr. Worcester advised that the encroachment problems were more extensive than originally believed and would be evaluated on a property by property basis. There was a discussion of costs. It was pointed out that at a recent Park and Rec Board meeting the members of the advisory board instructed Mr. Worcester to notify residents using the public trail for gardens and storage that property will be responsible for any injuries caused by their activities, not the City. The integration of the Trail system with the Master Plan was discussed. Legal responsibilities regarding Home Owner Association property and public trails were discussed. The city apparently can reach back to Home Owner Associations who allow their responsibilities to maintain the public property assigned to their care to become a hazard and recoup city costs for performing their responsibilities. If the public areas assigned to an HOA are deeded to the city then the property becomes the responsibility of the city. Former Councilperson and Planning Commissioner Teri Cummings provided an example of land dedication and pointed out that there are monies budgeted for trails. There was a discussion regarding grants that might relieve some of the financial burden for the city. Metro’s Nature in the Neighborhoods Grant Program requires preapplication in December, 2008. Metro is offering a grant training class on November 15, 2008 from 9 to 1 PM at the Metro offices and volunteers were solicited. The timeline for the survey is within a month according to Mr. Worcester. Valerie Baker, Planning Commissioner called point of order and explained that there is a mandate for trails from Metro and they must be incorporated into all Neighborhood Association Plans. The Neighborhood Association Plans must be integrated with the Trails Master Plan which will be completed in approximately 1 and a half years. Mayor King did not respond to the questions directed to him from the audience.

- The purpose of the RSNA is as follows:
- RSNA's purpose is to maintain and improve the quality of life of residents of our neighborhood. The members of RSNA have gathered together to form and support this association because they recognize that they may more effectively and positively influence activities that affect their quality of life by action collectively rather than individually. The RSNA seeks to serve the neighborhood with individuals and families of diverse needs, interests and backgrounds, and believes in and will strive to respect that diversity.

Committees ... there are three primary committees ... Land Use, Parks, and Public Works. These committees are currently inactive. If you would like to "kick one of them up a notch" please let us know.
